Mercy Corps has worked across Iraq’s 18 governorates since 2003, implementing relief and development programming, more than a third of which has focused on the specific needs of refugees and displaced persons. Mercy Corps Iraq current goal is to work with new and existing civil society, public and private sector partners to meet immediate and long-term needs by strengthening communities’ ability to rebuild amidst increasing crisis. Mercy Corps Iraq focuses on (1) a relief-to-resilience pathway to meet the needs of conflict-affected communities leveraging agency expertise in conflict management and civil society development (2) a humanitarian response that empowers conflict-affected populations to meet their own needs (3) partnering with conflict-affected adolescents to address their diverse needs, promoting leadership and linkages with civil society.
GENERAL POSITION SUMMARY: Human Resources Assistant provides overall support on the recruiting process in line with the requirements of the policies and procedures of Mercy Corps. Assist in the achievement of Mercy Corps program objectives with the facilitation of recruitment, retention, remuneration and staff development issues in the Human Resource Development.
ESSENTIAL JOB FUNCTIONS:
1. Serve under the supervision of the Human Resource Officer, he/she to process and properly document all daily HR activities, efficient and timely manner; 2. Assist in processing of employee timesheets into a routine, monthly payroll – in cooperation with Finance Department; 3. Responsible for issuing social security reference letters, forms, and update database. 4. Ensuring all leave days, time sheets and other Mercy Corps required forms are correct. 5. In cooperation with program management, ensure the validity of timesheets, leave request forms submitted by staffs for monthly compensations. Advise and undertake training when necessary; 6. Responsible for ensuring the HR files and documentation of all MC HR Salah Aldin Office are current and complete;
7. Assist in providing Position Descriptions to management for the recruitment of new positions; 8. Assist management in the day to day upholding of all MC procedures – in particular, National Staff Polices and Recruitment Procedures; 9. Assist management in implementing pay changes, evaluations and other financial activities that are reflected on payroll or in employee files; 10. Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission. 11. Schedule orientation sessions for the new hired staff in coordination with program and operations department; make sure the orientation matrix is signed and files in each file after the orientation concluded. 12. Updating staff contact list on periodic basis once any changes occur and sharing it with entire staff. 13. MUST HAVE A CLEAR UNDERSTANDING ON ALL MC POLICIES AND PROGRAM NEEDS, MUST BE ABLE TO HELP FACILITATE TRAININGS TO ALL SUPPORT STAFF TO ENSURE THE SMOOTH, UNINTERRUPTED IMPLEMENTATION OF ALL MC PROGRAMS. 14. ACCOUNTABILITY Accountable for following Mercy Corps Field Administration Manual, MC Staff Hand book , the MC Code of conduct regarding procurement activities and MC Conflict of Interest policy, etc. Also accountable to program beneficiaries, international standard guiding international humanitarian relief and development work, etc.
KNOWLEDGE AND EXPERIENCE:
• A minimum of 1 year of experience in administration and HR and a relevant university degree. Experience in working with non-governmental sector. • Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members and a proven ability to solve problems independently without direct supervision. • Must have strong organizational skills and demonstrated experience in detailed scheduling and multitasking. • Excellent negotiation, representation and skills . • Sound computer skills (MS Word, MS Excel, MS Access) and knowledge of and experience in human resource procedures. • Fluency in Arabic and English is essential.
